On May 12, 2023, the Scientific Conference “Ensuring the right to a healthy environment and the challenges of the transition to the EU” was held at the MSU Faculty of Law.

The conference was organized through the collaborative involvement of MSU, the Ministry of the Environment, the public association “EcoContact”, Global Campus of Human Rights, Academy “Ștefan cel Mare” of the Ministry of Internal Affairs, the Ecological University of Bucharest (Romania), the University of Warsaw (Poland), with the support of Sweden.

The event brought together representatives of public authorities, the academic environment, the business environment, the civil society, PhD students, master’s students, students and constituted a platform for discussions on current and pressing environmental issues. The subject was approached from a global, regional, and local perspective, given the cross-border nature of the ecological phenomenon. Also, the current environmental challenges were analysed multidisciplinary and interdisciplinary, through the prism of the legal, technical, military, agricultural, historical, philosophical, didactic paradigm.

The opening session was moderated by Ms Rodica CIOBANU, who announced the purpose and the objectives pursued and justified the value of such events in the context of streamlining the governance mechanisms in general and in the environmental field in particular. The efforts of the Faculty of Law in promoting the culture of the right to a healthy environment have been synthesized. In this sense, the organization of a Spring School in the field of environmental education was announced, scheduled for the spring of 2024. The spring school is to be represented by international experts, thanks to the partnership that the MSU has with the Global Campus of Human Rights, with national experts, through the competition of the Ministry of the Environment and the public association “EcoContact”.

The opening session was attended by prominent representatives of the organizers and partners.

Ms Iordanca-Rodica IORDANOV, Minister of the Environment and Mr Petru TATARU, Secretary General of the Ministry of the Environment welcomed the massive interest for such an event, able to contribute to the promotion of environmentally friendly practices, in order to protect the environment and increase people’s living standards. It was mentioned that this conference is part of the series of events organized on the occasion of the celebration of World Environment Day, marked on June 5.

The Rector of the “Ștefan cel Mare” Academy of the Ministry of Internal Affairs, Mr Dinu OSTAVCIUC, thanked for the invitation received from the MSU and welcomed the organization of the event in such a format, which allows the research of environmental issues through discussions between theorists and practitioners, with interdisciplinarity values.

The Dean of the Faculty of Law of the MSU, Mr Sergiu BRÎNZĂ, emphasized the need to involve the academic environment, the government, theorists and practitioners, the business environment, and the civil society in the process of raising awareness regarding the field of environmental protection and, implicitly, regarding to the strengthening of mechanisms guaranteeing the fundamental right to life and a decent living.

Mr Mircea DUȚU, President of the Ecological University of Bucharest (Romania), expressed his appreciation for the extensive and assumed collaboration, in the field of law in general and environmental law in particular, within such meetings. He welcomed the involvement of the Republic of Moldova in researching and solving environmental problems, at the regional and global level, and announced Romania’s readiness to support valuable initiatives in our country.

Ms Ecaterina POPA, director of the National Institute of Justice, encouraged the continuous collaboration of academia, the government, and the civil society in strengthening environmental law and communicated that the institution she represents also offers quality training to judges and prosecutors on this dimension.

Mr Iaroslaw TURLUKOWSKI, Director of the Centre for Research on Eastern Europe and Central Asia, University of Warsaw (Poland), expressed his confidence that such international collaboration will have an impact on the environmental dimension. This was also demonstrated by the successful organization, at the Faculty of Law of MSU, by the University of Warsaw, of the Polish Law School, where aspects of environmental law have also been addressed.

Ms Tatiana ECHIM, “Green Justice” project manager, the public association EcoContact, reiterated the importance of sustainable development of the environment, to ensure the right to life, to a healthy environment, by making all actors, including public authorities, responsible. It was mentioned about the degree of involvement of EcoContact experts and specialists in the development of skills and the important achievements up to now, which need to be further supported, as well as the fact that only through involvement and collaboration is it possible to solve the existing problems.

The conference was held in several parallel sessions: The right to a healthy environment – between global and local (moderated by Mr Victor DUMNEANU, Ms Iordanca-Rodica IORDANOV and Mr Vladislav YAMKOVYY); Ensuring the right to a healthy environment – priority in the activity of legal bodies (moderated by Mr Ianuș ERHAN, Mrs Ana CAZACU, Mrs Elena MĂRGINEANU); Economic/agricultural activity and environmental law. Comparative approaches (moderated by Ms Rodica CIOBANU, Mr Iaroslaw TURLUKOWSKI and Ms Irina SÎLI); Access to information and environmental justice (moderated by Mr Grigore ARDELEAN and Mr Ianuș ERHAN); Young people involved in the analysis of priorities in the field of the right to a safe environment (moderated by Mrs Oxana CHISARI-LUNGU).

The participants represented a varied list of institutions engaged in promoting environmental culture, from different regions – Moldova, Romania, Italy, Ukraine, Poland, Lithuania.

The topics addressed generated productive discussions and constituted tracks for the configuration of new and beautiful future collaborations.

The materials presented at the event will be published in a separate collection, which will summarize the conclusions and recommendations of all the participants and represented institutions.
