Lucr\u0103rile conferin\u021bei au fost deschise la 11 decembrie, \u00een cadrul unei sesiuni oficiale care a eviden\u021biat semnifica\u021bia edi\u021biei aniversare \u0219i rolul comunit\u0103\u021bii academice \u00een articularea unei culturi a drepturilor omului adaptate noilor riscuri \u0219i transform\u0103ri.<\/p>\n

\u00cen mesajul inaugural, rectorul USM, Igor \u0218arov, a subliniat efortul constant depus de-a lungul anilor pentru a asigura sustenabilitatea conferin\u021bei \u0219i a exprimat apreciere pentru partenerii care contribuie la fortificarea comunit\u0103\u021bii academice. Dimensiunea institu\u021bional\u0103 a fost \u00eent\u0103rit\u0103 prin interven\u021bia lui Vladimir Cojocaru, Secretarul General al Oficiului Avocatului Poporului, care a reiterat sprijinul pentru activitatea \u0219tiin\u021bific\u0103 a studen\u021bilor \u0219i cadrelor didactice, precum \u0219i prin mesajul lui Iaroslaw Tur\u0142ukowski, Director al Centrului de Studii Europene, Universitatea din Var\u0219ovia, care a eviden\u021biat relevan\u021ba parteneriatului \u0219i a cooper\u0103rii academice.<\/p>\n

\u00cen acela\u0219i registru, Violeta Avram, coordonatoare Hanns Seidel Foundation \u00een Republica Moldova, a accentuat caracterul durabil al conferin\u021bei \u0219i angajamentul pentru promovarea drepturilor omului.<\/p>\n

Sesiunea oficial\u0103 a fost moderat\u0103 de Rodica Ciobanu, \u0219efa Departamentului Drept Public (Facultatea de Drept, USM), care a subliniat rolul conferin\u021bei ca spa\u021biu de excelen\u021b\u0103 \u0219i expertiz\u0103 relevant\u0103 pentru guvernan\u021b\u0103.<\/p>\n

Agenda primei zile a cuprins o sesiune special\u0103 consacrat\u0103 securit\u0103\u021bii, drepturilor omului \u0219i r\u0103zboiului hibrid, care a reunit exper\u021bi interna\u021bionali \u0219i reprezentan\u021bi ai institu\u021biilor-cheie, \u00eentr-un dialog axat pe conturarea noilor tipologii de amenin\u021b\u0103ri \u0219i pe identificarea r\u0103spunsurilor adecvate specificului erei digitale.<\/p>\n

\u00cen aceea\u0219i logic\u0103 a deschiderii tematice, programul inaugural a inclus o mas\u0103 rotund\u0103 dedicat\u0103 sistemelor UAV \u00een securitatea na\u021bional\u0103 \u0219i \u00een gestionarea situa\u021biilor de criz\u0103, cu accent pe cooperarea intersectorial\u0103, reperele de drept comparat \u0219i dimensiunea aplicativ\u0103 a solu\u021biilor propuse.<\/p>\n

\u00cen cadrul lucr\u0103rilor, a fost eviden\u021biat \u0219i sprijinul partenerilor institu\u021bionali ai conferin\u021bei, \u00eentre care Hanns Seidel Foundation, A.O. EcoContact, Universitatea din Var\u0219ovia \u0219i Institutul de Dezvoltare a Societ\u0103\u021bii Informa\u021bionale.<\/p>\n

Panelurile desf\u0103\u0219urate pe parcursul celor dou\u0103 zile au constituit nucleul intelectual al conferin\u021bei, oferind un cadru dens de reflec\u021bie critic\u0103, analiz\u0103 comparativ\u0103 \u0219i dialog interdisciplinar asupra provoc\u0103rilor societ\u0103\u021bii contemporane.<\/p>\n

Agenda a integrat dimensiuni precum: rolul autorit\u0103\u021bilor publice \u00een garantarea drepturilor fundamentale, frontiera ca spa\u021biu de echilibru \u00eentre libertate \u0219i securitate, securitatea economic\u0103 \u0219i rezilien\u021ba financiar\u0103, impactul inteligen\u021bei artificiale, protec\u021bia datelor cu caracter personal, discursul de ur\u0103 online, dezinformarea \u0219i responsabilitatea juridic\u0103 \u00een era digital\u0103.
\nCea de-a doua zi a aprofundat aspecte normative \u0219i comparative privind raportul dintre securitate, sanc\u021biuni \u0219i protec\u021bia juridic\u0103 a individului, precum \u0219i transform\u0103rile dreptului privat \u00een contextul digitaliz\u0103rii.<\/p>\n

La 12 decembrie 2025, conferin\u021ba a inclus \u0219i Atelierul tinerilor cercet\u0103tori, organizat de Departamentul Drept Public al Facult\u0103\u021bii de Drept (USM) \u0219i Laboratorul de Cercetare \u0218tiin\u021bific\u0103 \u201eDrept Public Comparat \u0219i E-guvernare\u201d, cu sprijinul Hanns Seidel Stiftung, reunind studen\u021bi \u0219i masteranzi ai USM \u0219i ai Universit\u0103\u021bii din Var\u0219ovia.<\/p>\n

Temele abordate au vizat echilibrul dintre securitate \u0219i drepturi, limitele supravegherii digitale, influen\u021ba inteligen\u021bei artificiale asupra statului de drept \u0219i integrit\u0103\u021bii electorale, riscurile deepfake-urilor \u0219i ale r\u0103zboiului informa\u021bional, precum \u0219i oportunit\u0103\u021bile oferite de tehnologii emergente.
\n\u00cen spiritul recunoa\u0219terii meritelor \u0219i al stimul\u0103rii excelen\u021bei, au fost \u00eenm\u00e2nate diplome pentru contribu\u021bii remarcabile \u00een mai multe categorii.<\/p>\n

Dimensiunea de valorificare a rezultatelor \u0219tiin\u021bifice a fost completat\u0103 de lansarea lucr\u0103rii \u201eThe Rule of Law in the Republic of Moldova and the Security Crisis\u201d (Rodica Ciobanu, Mariana Ro\u0219ca, Veronica Mocanu, Oxana Chi\u0219ari-Lungu, Oleg Pantea, Natalia Creciun), distins\u0103 cu Diplom\u0103 \u0219i Medalia de Aur, ca recunoa\u0219tere a contribu\u021biei sale la analiza statului de drept \u00een contextul provoc\u0103rilor de securitate contemporane.<\/p>\n

Totodat\u0103, conferin\u021ba a inclus un demers cu impact structural asupra infrastructurii academice: transmiterea c\u0103tre Biblioteca Central\u0103 a USM a unui lot de 48 de titluri de carte de specialitate, \u00een valoare total\u0103 de 5.591,91 euro, oferite cu titlu gratuit prin intermediul Departamentului Drept Public \u0219i al centrului \u201eIurisLab\u201d \u2013 Cercetare \u0219i Educa\u021bie \u00een Drepturile Omului \u0219i Sustenabilitate, \u00een cadrul proiectului \u201eDevelopment of Climate Justice and Human Rights Education at the Moldova State University\u201d, implementat cu sprijinul Global Campus of Human Rights.<\/p>\n

THE CONFERENCE \u201cSTATE, SECURITY AND HUMAN RIGHTS IN THE DIGITAL ERA\u201d \u2013 10TH EDITION: INTERDISCIPLINARY PERSPECTIVES AND ACADEMIC RESULTS WITH IMPACT<\/strong><\/p>\n

On 11\u201312 December 2025<\/strong>, the Moldova State University<\/strong> hosted the jubilee 10th edition<\/strong> of the International Scientific Conference \u201cState, Security and Human Rights in the Digital Era\u201d<\/strong>, reaffirming the continuity of a mature academic project and consolidating a platform for critical reflection and interdisciplinary expertise on the contemporary dynamics between security, digitalisation and fundamental rights. Held in a hybrid format<\/strong>, the conference brought together university lecturers, researchers, doctoral candidates, students, experts and representatives of public institutions from the Republic of Moldova and several European countries, confirming both its international scope and thematic relevance.<\/p>\n

The conference proceedings were officially opened on 11 December<\/strong> during a plenary session that highlighted the significance of the anniversary edition and the role of the academic community in shaping a human rights culture adapted to emerging risks and transformations.<\/p>\n

In his opening address, Igor \u0218arov<\/strong>, Rector of the Moldova State University, underlined the sustained efforts made over the years to ensure the conference\u2019s continuity and expressed appreciation for the partners contributing to the strengthening of the academic community. The institutional dimension was further reinforced by the intervention of Vladimir Cojocaru<\/strong>, Secretary General of the Office of the Ombudsman, who reiterated support for the scientific activities of students and academic staff, as well as by the message of Iaroslaw Tur\u0142ukowski<\/strong>, Director of the Centre for European Studies at the University of Warsaw, who emphasised the relevance of academic partnership and cooperation.<\/p>\n

In the same vein, Violeta Avram<\/strong>, Coordinator of the Hanns Seidel Foundation<\/strong> in the Republic of Moldova, highlighted the sustainable character of the conference and its commitment to the promotion of human rights.<\/p>\n

The official session was moderated by Rodica Ciobanu<\/strong>, Head of the Department of Public Law (Faculty of Law, MSU), who stressed the role of the conference as a space of excellence and expertise relevant to contemporary governance.<\/p>\n

The agenda of the first day included a special session dedicated to security, human rights and hybrid warfare<\/strong>, bringing together international experts and representatives of key institutions in a dialogue focused on identifying new types of threats and outlining responses tailored to the digital era.<\/p>\n

In the same spirit of thematic openness, the inaugural programme also featured a roundtable on UAV systems in national security and crisis management<\/strong>, with emphasis on intersectoral cooperation, comparative law benchmarks and the practical dimension of the proposed solutions.<\/p>\n

The conference proceedings also highlighted the support of institutional partners, including the Hanns Seidel Foundation<\/strong>, EcoContact NGO<\/strong>, the University of Warsaw<\/strong>, and the Institute for the Development of the Information Society<\/strong>.<\/p>\n

The panels held over the two days constituted the intellectual core of the conference, offering a dense framework for critical reflection, comparative analysis and interdisciplinary dialogue on the challenges facing contemporary society.<\/p>\n

The agenda addressed topics such as the role of public authorities in guaranteeing fundamental rights, the border as a space of balance between freedom and security, economic security and financial resilience, the impact of artificial intelligence, personal data protection, online hate speech, disinformation and legal responsibility in the digital era.<\/p>\n

The second day deepened normative and comparative perspectives on the relationship between security, sanctions and the legal protection of the individual, as well as the transformation of private law in the context of digitalisation.<\/p>\n

On 12 December 2025<\/strong>, the conference also hosted the Young Researchers\u2019 Workshop<\/strong>, organised by the Department of Public Law of the Faculty of Law (MSU) and the Scientific Research Laboratory \u201cComparative Public Law and E-Governance\u201d, with the support of Hanns Seidel Stiftung<\/strong>, bringing together undergraduate and master\u2019s students from MSU and the University of Warsaw.<\/p>\n

The themes addressed focused on the balance between security and rights, the limits of digital surveillance, the influence of artificial intelligence on the rule of law and electoral integrity, the risks posed by deepfakes and information warfare, as well as the opportunities offered by emerging technologies.<\/p>\n

In the spirit of recognising merit and encouraging excellence, diplomas were awarded<\/strong> for outstanding contributions in several categories.<\/p>\n

The valorisation of scientific results was further strengthened by the launch of the volume \u201cThe Rule of Law in the Republic of Moldova and the Security Crisis\u201d<\/strong> (Rodica Ciobanu, Mariana Ro\u0219ca, Veronica Mocanu, Oxana Chi\u0219ari-Lungu, Oleg Pantea, Natalia Creciun), which was awarded a Diploma and the Gold Medal<\/strong> in recognition of its contribution to the analysis of the rule of law in the context of contemporary security challenges.<\/p>\n

At the same time, the conference included an initiative with a structural impact on academic infrastructure<\/strong>: the donation to the Central Library of the Moldova State University<\/strong> of a collection of 48 specialised book titles<\/strong>, with a total value of EUR 5,591.91<\/strong>, provided free of charge through the Department of Public Law and the IurisLab \u2013 Research and Education in Human Rights and Sustainability Centre<\/strong>, within the project \u201cDevelopment of Climate Justice and Human Rights Education at the Moldova State University\u201d<\/strong>, implemented with the support of the Global Campus of Human Rights<\/strong>.<\/p>\n

Through its thematic coherence, plurality of perspectives, institutional and international participation, as well as concrete actions aimed at strengthening academic resources (publications and documentary collections), the 10th edition<\/strong> of the conference reaffirms the role of the Moldova State University<\/strong> as a centre of expertise and training, committed to promoting interdisciplinary research and the values of the rule of law in the digital era.<\/p>\n
